1、四川大學博士學位論文0049142部灣經濟區(qū)經濟整合研究政治經濟學專業(yè)博士研究生：韋海鳴指導教師：杜肯堂教授摘要論文在對區(qū)域經濟整合的相關研究進行梳理的基礎上，根據(jù)廣西北部灣經濟區(qū)的戰(zhàn)略地位和經濟發(fā)展中存在的“散、小、弱”問題，提出了經濟整合的方略，并對實施經濟整合的重點領域和運作機制進行了系統(tǒng)分析。論文對區(qū)域經濟整合的內涵作了闡釋，構建了區(qū)域經濟整合的“共振體系”。認為，區(qū)域經濟整合就是在政府調控和市場機制的作用下，將原本相對零散的區(qū)

2、域經濟系統(tǒng)根據(jù)其自身特點和優(yōu)勢，相互配合協(xié)調，有機耦合成系統(tǒng)整體的動態(tài)過程。區(qū)域經濟整合的實質是區(qū)域要素整合，即實現(xiàn)資源優(yōu)化配置。要素整合推動區(qū)域產業(yè)、空間、市場等整合，進而實現(xiàn)區(qū)域經濟的總量提升和結構優(yōu)化。政府作為促進要素流動和資源優(yōu)化配置的調控力量，又通過自身的職能轉變、機構改革和力量整合，作用于區(qū)域經濟整合，形成“共振效應“，促進區(qū)域經濟系統(tǒng)良性循環(huán)、協(xié)調發(fā)展。論文揭示了廣西北部灣經濟區(qū)經濟發(fā)展中“散、小、弱”的問題，有針對地提出

3、了經濟整合的方略和當前整合的著力點。論文認為，廣西北部灣經濟區(qū)發(fā)展中的主要問題是：經濟發(fā)展水平較低，布局零散，與國內外市場聯(lián)系不夠緊密，港口吞吐量小，城市規(guī)模不大，產業(yè)競爭力弱，政府間合作不足。通過經濟整合的方式，促使經濟區(qū)各經濟系統(tǒng)間優(yōu)勢互補，資源共享，有助于實現(xiàn)系統(tǒng)功能倍增和整體實力的提升。經濟區(qū)經濟整合應以重點領域的整合為著力點。當前，應以港口通道整合為先導、市場整合為支撐、產業(yè)整合為核心、空間整合為依托、政府整合為保障，形成區(qū)域
